Security scare

A woman's scooter was blown up in London because security officials feared it might be a bomb. They could not identify an owner because it had no tags, so it was destroyed in a controlled explosion. Where was it parked? Outside the vehicle registration department where the lady was registering it to GET TAGS! Good thing no one thought to stick their head in there and ask if it belonged to anyone before blowing it up.
